Michael Bloomberg, a former Mayor of New York City, said that the United States could learn a thing or two from nations like Singapore when it came to drug trafficking, noting that "executing a handful of people saves thousands and thousands of lives." The last execution in New York took place in 1963. Several courts have ruled that the death penalty violates the New York Constitution (see People v. LaValle). During that period, from 1956 to 1960, he was appointed Associate Editor of the Journal of Histochemistry and Cytochemistry. In 1956, he was named an Established Investigator for the American Heart Association. Gross's most longstanding post was at the Helen Hay Whitney Foundation at the Scientific Advisory Committee, where he served from 1956 to 1991. In 1959, he received the Ciba Foundation Award for Research Relevant to the Problems of Aging. That same year he was appointed to the Advisory Panel on Molecular Biology at the National Science Foundation, where he served until 1962. === Treatment clinics === Ibogaine treatment clinics have emerged in Mexico, Bahamas, Canada, the Netherlands, South Africa, and New Zealand, all operating in what has been described as a "legal gray area". Costa Rica also has treatment centers. Covert, illegal neighborhood clinics are known to exist in the United States, despite active DEA surveillance. While clinical guidelines for ibogaine-assisted detoxification were released by the Global Ibogaine Therapy Alliance in 2015, addiction specialists warn that the treatment of drug dependence with ibogaine in non-medical settings, without expert supervision and unaccompanied by appropriate psychosocial care, can be dangerous – and, in approximately one case in 300, potentially fatal.
