==== Formation of the state (1945–1946) ==== After the Second World War most of Northwest Germany lay within the British Zone of Occupation. On 23 August 1946, the British Military Government issued Ordinance No. 46 "Concerning the dissolution of the provinces of the former state of Prussia in the British Zone and their reconstitution as independent states", which initially established the State of Hanover on the territory of the former Prussian Province of Hanover. Its minister president, Hinrich Wilhelm Kopf, had already suggested in June 1945 the formation of a state of Lower Saxony, that was to include the largest possible region in the middle of the British Zone. In addition to the regions that actually became Lower Saxony subsequently, Kopf asked, in a memorandum dated April 1946, for the inclusion of the former Prussian district of Minden-Ravensberg (i.e. the Westphalian city of Bielefeld as well as the Westphalian districts of Minden, Lübbecke, Bielefeld, Herford and Halle), the district of Tecklenburg and the state of Lippe. Kopf's plan was ultimately based on a draft for the reform of the German Empire from the late 1920s by Georg Schnath and Kurt Brüning. The strong Welf connotations of this draft, according to Thomas Vogtherr, did not simplify the development of a Lower Saxon identity after 1946.
== Prevalence == A number of studies have examined the prevalence of link rot within the World Wide Web, in academic literature that uses URLs to cite web content, and within digital libraries. In a 2023 study of the Million Dollar Homepage external links, it was found that 27% of the links resulted in a site loading with no redirects, 45% of links have been redirected, and 28% returned various error messages. A 2002 study suggested that link rot within digital libraries is considerably slower than on the web. The article found that about 3% of the objects were no longer accessible after one year, equating to a half-life of nearly 23 years. A 2003 study found that on the Web, about one link out of every 200 broke each week, suggesting a half-life of 138 weeks. This rate was largely confirmed by a 2016–2017 study of links in Yahoo! Directory (which had stopped updating in 2014 after 21 years of development) that found the half-life of the directory's links to be two years. A 2004 study showed that subsets of Web links (such as those targeting specific file types or those hosted by academic institutions) could have dramatically different half-lives. The babies from this initial experiment were born in 1954, and the milestone was first publicized in the Cedar Rapids Gazette under the headline "Fatherhood After Death Has Now Been Proved Possible." After receiving his doctorate, Sherman accepted a position at the Biological Research Institute with the American Foundation for Biological Research in Madison, Wisconsin, in 1954. In 1957 Sherman joined the faculty at the University of Arkansas. He served as a professor there until 1992, when he became a professor emeritus and continued work until 1994. At University of Arkansas for Medical Sciences, he founded what is considered to be the second human semen cryobank. During his career, he also traveled by request to assist with the establishment of other cryobanks across the country. He also helped to establish and advocate for the Office of Minority Affairs within the School of Medical Sciences at Arkansas. From 1974 to 1975, he spent a year on sabbatical teaching at National Chung-Hsing University in Taichung, Taiwan. Throughout his career, Sherman was also active in professional societies including his role as a charter member of the Society of Cryobiology in 1964, where he also served on the society's editorial board; as a founder of the American Association of Tissue Banks, where he drafted the first standards for the cryobanking of human embryos; and as an advisor to the Food and Drug Administration on AIDS and cryobanking from 1988 to 1992.
In Complex I (NADH ubiquinone oxidoreductase, Type I NADH dehydrogenase, or mitochondrial complex I; EC 7.1.1.2), two electrons are removed from NADH and transferred to a lipid-soluble carrier, ubiquinone (Q). The reduced product, ubiquinol (QH2), freely diffuses within the membrane, and Complex I translocates four protons (H+) across the membrane, thus producing a proton gradient. FMNH2 is then oxidized in two one-electron steps, through a semiquinone intermediate. Each electron thus transfers from the FMNH2 to an Fe–S cluster, from the Fe-S cluster to ubiquinone (Q). Transfer of the first electron results in the free-radical (semiquinone) form of Q, and transfer of the second electron reduces the semiquinone form to the ubiquinol form, QH2. During this process, four protons are translocated from the mitochondrial matrix to the intermembrane space. As the electrons move through the complex an electron current is produced along the 180 Angstrom width of the complex within the membrane. This current powers the active transport of four protons to the intermembrane space per two electrons from NADH.

=== Controversy === The game faced scrutiny in Germany after being linked to the Erfurt school massacre in 2002 after it was found on the computer of the perpetrator, Robert Steinhäuser. Politicians, including Günther Beckstein, and media outlets, particularly Bild, then regularly referred to the game as Killerspiel 'killer game'. Calls for banning violent video games intensified, with politicians like Beckstein advocating for penalties against players. Media outlets like Frontal 21 on ZDF often portrayed players negatively. In 2002, Germany's BPjM considered indexing Counter-Strike but ultimately rejected it, concluding that the game's objectives could be achieved without violence and that its communication aspects were beneficial. Chancellor Gerhard Schröder criticized the decision as irresponsible. A Brazilian federal judge, Carlos Alberto Simões de Tomaz, ordered a ban on the sale of Counter-Strike and EverQuest in October 2007 arguing that the games "bring imminent stimulus to the subversion of the social order, attempting against the democratic state and the law and against public security". === Sepsis === Measurement of procalcitonin can be used as a marker of severe sepsis caused by bacteria and generally grades well with the degree of sepsis, although levels of procalcitonin in the blood are very low. PCT has the greatest sensitivity (90%) and specificity (91%) for differentiating patients with systemic inflammatory response syndrome (SIRS) from those with sepsis, when compared with IL-2, IL-6, IL-8, CRP and TNF-alpha. Evidence is emerging that procalcitonin levels can reduce unnecessary antibiotic prescribing to people with lower respiratory tract infections. Currently, procalcitonin assays are widely used in the clinical environment. A meta-analysis reported a sensitivity of 76% and specificity of 70% for bacteremia. A 2018 systematic review comparing PCT and C-reactive protein (CRP) found PCT to have a sensitivity of 80% and a specificity of 77% in identifying septic patients. In the study, PCT outperformed CRP in diagnostic accuracy of predicting sepsis. In a 2018 meta-analysis of randomized trials of over 4400 ICU patients with sepsis, researchers concluded that PCT led therapy resulted in lower mortality and lower antibiotic administration.
